Outer Ring is a NPC controlled 0.0 region with modest ammounts of ores.
The region is considered too poor in ores to support a large Alliance. NORAD had a very strict 'green' policy against popping asteroids. With the war against Imperium this policy has run into problems with Imperium miners (when there are any) stripping belts of high end ores.
